Bangladeshi finance minister SAMS Kibria murder remains stuck at a point where investigators are struggling to crack the source/ Bd hot News
A high-profile committee formed by the last BNP-Jamaat government conducted the probe, which confined itself to implicating some local BNP leaders and workers.
Rafiqul said he had received the report's copy this month. "If necessary, we'll talk to the probe committee members," he added.
Kibria family declined to accept the findings as, they alleged, the probe did not seek to track down the brains behind the assassination.
Further investigation, initiated on repeated calls from them and a no-confidence note by the complainant, dismisses the results of the inquiry under the BNP-Jamaat government.
Its findings so far also contradict the charge sheet submitted by CID against 10 activists of Habiganj BNP during the four-party alliance rule.
Rafiqul, assistant superintendant of police and investigation officer, has identified at least 11 Harkat-ul-Jihad-al Islami operatives to have been involved in the attack.
Talking to The Daily Star yesterday about the latest findings, he said Moulana Tajuddin, brother of BNP leader Abdus Salam Pintu, had supplied nine grenades to Huji leader Mufti Hannan through Abu Zandal.
His team however could not yet find any clues to the source from where Tajuddin got the grenades, one of which was used to assassinate Kibria.

JCD men fight at Dhaka University/ Dhaka University campus on fire/ Row over new committee sparks clash/ Bd Hot news
Najmul Alam Nobin and Rakib Ahammed
Jatiyatabadi Chhatra Dal (JCD) was divided into three groups just after formation of its central committee on January 1, as the post-deprived and dedicated leaders protested against it, leading to yesterday's clash on Dhaka University campus.
The deprived leaders were alleging that dedicated leaders who played a vital role after the 1/11 changeover were dropped from the committee and reformist leaders were included.
It has been alleged that Bangladesh Chhatra League (BCL) backed the JCD rebel factions.
A faction led by immediate past organising secretary Ahsanuddin Khan Shipon and former social welfare secretary Abdul Alim Khokon alleged that central unit president Sultan Salahuddin Tuku is a patron of militancy and the committee is formed with aged people.
They termed the central committee a "group of uncles".
Activists of this faction beat up four JCD leaders the day the central committee was announced at the Madhu's Canteen. The four leaders include Entertainment Secretary Ruhul Islam Monir, Assistant Office Secretary Ziaur Rahman Zia and Health and Environment Secretary Azmal Haque Pilot.
Supporters of JCD General Secretary Amirul Islam Alim were also involved in the attack on the four leaders belonging to Tuku's group. Alim later withdrew his support from Shipon and Khokon when some of his followers were named as central committee leaders.
It may be mentioned that Shipon and Khokon also belong to Alim's group.
The faction brought out processions and held rallies on the campus demanding cancellation of the committee in the last 17 days. They also burned effigies of Tuku.
Another faction led by former organising secretary Abdul Kader Bhuiyan Jewel and former DU unit general secretary Saiful Islam Feroz were agitating since the partial central committee was announced in July last year.
This faction made the same allegations that Tuku has links with militancy and the central committee does not represent the students. Both the factions were agitating to press home their demand that BNP chief Khaleda Zia bestow JCD leadership on the young and genuine students.

Mobile court rules go against SC opinion/ Mobile court rules in Bangladesh/ SC didn't endorse empowering executive magistrates to try electoral offenc
Empowering the executive magistrates to hold trials of people for electoral offences through the newly promulgated mobile court ordinance goes against a Supreme Court opinion. In line with the government's decision, President Zillur Rahman promulgated the ordinance on July 23 empowering executive magistrates to run mobile courts to maintain law and order and try people for electoral offences.
The general administrative committee of the SC, headed by the chief justice, unanimously decided in December that only experienced judicial magistrates should be engaged to administer justice in cases filed for electoral offences.
"As jurisdictions of the judicial and executive magistrates are clearly delineated, the latter need not be entrusted with the authority of the former," the Supreme Court noted responding to a letter of Election Commission.
As the SC did not approve empowering executive magistrates, who are also officials of the admin cadres, to hold trials of cases filed in connection with electoral offences, the EC had finally decided to deploy judicial magistrates in the December 29 parliamentary polls.
Talking to The Daily Star on Sunday, eminent jurist Shahdeen Malik said an executive magistrate could hand down punishments like fines. He said handing down imprisonments should no longer be done by anyone except judicial magistrates.
"Hence, vesting power in executive magistrates or anyone except judicial officials of the republic is in my opinion unconstitutional," he said.
The executive magistrates have lost judicial powers to try people for offences following separation of the judiciary from the executive during the last caretaker government's rule. In the face of strong demand from the admin cadres, the then caretaker government, however, promulgated an ordinance empowering the executive magistrates to run mobile courts to maintain law and order.
The ordinance, which ceased to have effect in late February as it was not ratified in parliament within a specified time, allowed the executive magistrates only to fine individuals for an offence.
The new mobile court ordinance, however, empowers the executive magistrates to fine and sentence imprisonments of up to two years. A mobile court is empowered to hold trials of cases filed under as many as 80 laws including all electoral laws.
Interestingly, Paurashava Ordinance, 1977, Chittagong City Corporation Ordinance, 1982, Dhaka City Corporation Ordinance, 1983, Khulna City Corporation Ordinance, 1984, Rajshahi City Corporation Act, 1987, Sylhet City Corporation Act, 2001 and Barisal City Corporation Act, 2001, which have been repealed by the caretaker government, are among the 80 laws.
The caretaker government had kept the Representation of the People Order for the parliamentary election.
The Awami League-led government placed bills in parliament seeking to enact new laws on the local government institutions--city corporations and municipalities.
Legal experts said an individual might be sentenced up to seven years' imprisonment for electoral offences but the executive magistrates can sentence an individual to a maximum of two years' imprisonment as per the provisions of the new mobile court ordinance.
After separation of the judiciary, the government cannot empower anybody, except judicial officials, with judicial powers without the approval of the SC, legal experts observed.
They said the order of criminal procedure clearly specifies the functions and jurisdictions of the judicial and executive magistrates and it does not allow executive magistrates to hold trials of cases for any offences and award imprisonment to an individual.
